Description: Regional Current Conservation Lands for the East Central Florida Region For the 2009 Committed Conservation Lands update the East Central Florida Regional Planning Council first began by collecting all conservation lands data available to the region. This collection effort included State, Regional, and County agencies/jurisdictions. Each of the representative agencies were contacted and data was received from all agencies that responded. Upon Collection of the conservation data files the ECFRPC began reviewing each of the files to better understand the attributes and data. The ECFRPC reviewed the metadata for each of the files in which metadata was received to ensure consistency. Each of the files that was received had three fields added to it. The first field is representative of the agency who gave the data and the actual shapefile name of the file received. The second field was composed of the latest update to the file. In most cases the file was listed Month and year of last update. The third field that was added is representative of the ECFRPC's Environmental Code System. The Environmental Code is designed to categorize the varying types of conservation based lands that were received. The categories are as follows; 1: Committed Conservation 2: Proposed/Aspirational Conservation 3: Mitigation Banks 4: Conservation Easements 5: Other Conservation Classifications not listed 6: Federally Managed Lands 7: Aquatic Preserves. Once each of the received files had undergone the process of having the three fields added it was prepared for the next step. FNAI's FLMA lands file served as the base for the 2009 Conservation update. Additional Fields of Name, Owner, and Managing Agency were added and compiled were the information was available. Each of the layers then had a UNION process run against the base layer, resulting in a continuation of the geometry with locations where the multiple different sources were combined. Once each of the files had undergone the UNION process, a manual checking of each additional file was conducted using aerials, parcel line files, and additional resources to merge sliver files and portions of properties sharing similar characteristics. Through the use of both aerial photography and parcel lines, discrepancies occurring in the file were merged together or where appropriate removed. Two fields were then populated, the two fields representing Master Source for the files. These two fields were populated with the Source Name file from each of the files received, resulting in two fields of master source information. When locations were identified as having the correct geometry but having been splintered by the Union process a merge was performed to simplify the file. The master source field was kept as complete as possible ensuring that in any case of a merge atleast one of the files in the master source was represented in the original received files. In the case of files being merged, local county information was given highest preference, followed by date of last update, and then aerial photographs and parcel lines. This resulted in several locations having been merged together and the elimination of many smaller sliver polygons were past digitizations of borders had not been exact. The file upon completion was then QA/QC again to check against additional splinter polygons and overlaps.
